I’ve never heard of Wally, but it looks really good since it can take wallpapers from online sources. I used to use Wallpapa with Windows XP, but then switched to Windows 7 which has a built in wallpaper changer
and it’s pretty slick.
Also, I was wondering if you would be interested in exchanging links. I can’t find a contact email for you (on this site or through whois). I run an establish tech blog at http://www.isyougeekedup.com
Check it out if you have some time and let me know what you think.
